Council incumbents seek re-election EATONTOWN - Democratic incumbents Borough Council President Theodore F. Lewis Jr. and Councilwoman Joyce A. Englehart will both be seeking reelection in November. Lewis, chairman of the finance and ordinance committees and council liaison to the environmental commission, was elected to council in 1977 and has been president for the past 16 years. He is running for his 11th three-year term. Englehart, council liaison to the fire department, is running for her third term. Republican newcomers John R. Schiels and Theresa A. Forbes will challenge Lewis and Englehart for the council seats, which both expire on Dec. 31. Democrat Councilwoman Kristine Fisher will be running to fill out the remaining two years of an unexpired council term. Fisher was appointed to the council March 7 to fill the council seat of the late Councilman Joseph Questore until the November election. Running as her challenger is Republican Vicki K.
